"223(f) gap" is the month's 223(f) median note rate minus that month's average 10-year Treasury yield, in basis points: our arithmetic, and only a rough read on spreads, because a HUD rate is locked before endorsement.

How a HUD multifamily rate is set

HUD does not set the note rate. The borrower and lender negotiate it, and it is locked by initial endorsement (MAP Guide 3.1.4). In practice most HUD loans are funded by selling a Ginnie Mae project-loan security, so the note rate tracks what investors will pay for that security, priced as a spread over the 10-year Treasury, plus the lender's servicing fee and Ginnie Mae's guaranty fee. That structure is industry practice, not a HUD rule, and the components vary deal by deal.

On top of the note rate the borrower pays FHA's mortgage insurance premium. For applications submitted or amended on or after October 1, 2025, it is 0.25% a year for every multifamily program (with 0.25% upfront), the statutory floor (90 FR 45789). So a 223(f) loan at 5.40% costs about 5.65% a year in rate plus MIP, before reserves. Because HUD sizes loans on debt service including MIP, the cut from 0.60% or 0.65% to 0.25% also raised how much a property can borrow. How the MIP works.

Over these 36 months the 223(f) median ran a median 128 basis points over the month's 10-year Treasury average, and 58 basis points in Sep 2026. 221(d)(4) loans closed above 223(f) loans in most months here. A construction loan's rate is fixed before the building exists, and the lender and investor carry that construction period.

Why no rate on this page is a quote

Every figure here is a median of loans that already closed. Your rate depends on the 10-year Treasury the week you lock, Ginnie Mae investor demand, the program, loan size, affordability and the property itself. Lenders' daily rate sheets are private. If someone quotes you a "current HUD rate" without a lock date and program, ask for both.

How to read the monthly figures

  • The date is initial endorsement, when FHA insurance attaches. The rate was locked before that date. For 221(d)(4) that is the construction closing; the rate holds through construction and the permanent loan.
  • Only loans still in HUD's active file are counted. Loans endorsed in the last three years rarely pay off this fast, so the sample is close to everything HUD endorsed, but a few early payoffs are missing.
  • Small months are noisy. One affordable deal with a low rate can move a month with ten loans. Read the quarterly table for the trend.
  • Long view: for loans endorsed in every year since 2005, see HUD rates by year endorsed. To see what a low-rate loan you could assume is worth, use the assumable loan finder.
